Return the CX report’s editable content (from S3) so the editor can
pre-fill fields. editable is False for legacy reports that predate
copy-blobs.json (hand-editing needs a one-time regenerate first). Advanced
buckets (analysis, brand) are returned only for Anyreach superadmins.
